Jan. 24 Memo:

Please be advised that work is expected to begin next week on the reconstruction of the North Cass Street Bridge and the South Union Street Bridge. Work crews will start mobilizing equipment on Monday morning, January 30. The reconstruction of both bridges is expected to completed by June 30, 2023.

Cass Street will remain closed between Grandview Parkway and Front Street throughout the duration of the reconstruction project. Union Street will also remain closed between Sixth Street and the south State Street alley (between Cass and Union) throughout the duration of the reconstruction project.

The project work zones for each bridge project are expected to be as compact as possible. Access to the 100 and 200 block alleys of Front Street, along the river, will be provided off Union Street and Park Street only. Access to Parking Lot B (the Farmers Market Parking Lot) will be maintained from Union Street. All deliveries and trash removal will continue to take place in the alley. In addition, a temporary loading zone will be established in the north turning lane of the 200-block of Front Street, near Cass Street (in front of Sparks BBQ).

Pedestrian and vehicular detour maps have been developed to assist those traveling throughout downtown East bound traffic on the south state Street alley between Union and Cass will be maintained. West bound through traffic will be prohibited. The Cass Street Pedestrian Tunnel will remain open. However, the accessible ramp will be closed. Those needing an alternative route, will be directed to cross the Grandview Parkway at Union Street.

Three additional public infrastructure projects are slated to begin later this spring along the 100 and 200 block alleys of Front Street (between Union Street and Park Street).  

Sheet Piling (Phase 2)

The second phase of the sheet-piling installation project (back-filling and pavement treatments) along the 200 block of Front Street is expected to begin in March and run through the end of May. Work crews will be working along the alley over the next couple of weeks to trim the new sheet-piling to plan elevations and extend outlet pipes through the new sheet-piling. 

Sewer Realignment

Work to realign the sanitary sewer main along the river in the 100 block of Front Street (as well as new leads to the existing businesses) will begin in April and wrap-up by the end of June. I will be facilitating meetings with property owners to discuss project logistics and individual assessment(s) for the sewer lead portion of the project. I will also be working with the project contractor to plan for and coordinate deliveries and trash pickup. The entire parking lot along this stretch of the river (“Lot A”) will be resurfaced as part of the project.  

Parking Lot B

The reconstruction and repaving of Parking Lot B (the Farmers Market Parking Lot) will also begin in April and wrap up by the end of June. The reconstruction and repaving of Lot B will include a slight modification of the parking lot footprint, closing the entrance off of Grandview Parkway, adding new tree-canopy islands and eliminating vehicular connections to Parking Lot T.  

The pedestrian and vehicular detours will remain in place throughout the duration of all the construction projects. As the summer season approaches, the work will conclude on weekdays as much as possible, but may include weekends to complete the projects in a timely manner. I understand these projects will disrupt regular business operation as well as parking availability. I appreciate your patience as we complete these critical infrastructure maintenance projects.
